655294 - Shadow above browser viewport does not display if "tabs on top" is disabled and tab bar is hidden

If you disable "Tabs on Top" and also disable "Always show the tab bar" when using only 1 tab/page, the drop shadow that separates the menubar and other toolbars from the webpage itself will dissapear.

Reproducible: Always

Steps to Reproduce:
1. Open a new browser window with only 1 tab/page open.
2. Right click the toolbars and disable "Tabs on Top"
3. Tools -> Options -> Tabs -> Uncheck "Always show the tab bar"


Actual Results:  
The drop shadow that separates the toolbars and the webpage will dissapear.

Expected Results:  
There should always be a drop shadow.

Thanks Tony. That's a regression on Windows and Linux, but not OS X. Would you mind to run tests with some beta releases of Firefox 4 and check which one has been introduced this issue? Thanks.
