some/most? windows do not spawn when main window's last closed state was from secondary monitor

Reproducible: Always

Steps to Reproduce:
1.ensure downloads (cmd-j) is NOT displaying
2.open a new main window (cmd-n) on secondary monitor. if spawned on primary monitor, move it to the secondary monitor.
3.if step 2 spawned on primary, close window and reopen to ensure that the browser spawns window to secondary monitor
4. attempt to open downloads window (cmd-j). should fail.
5. move main window from secondary monitor to primary and close.
6. respawn main window (should spawn to primary monitor)
7. open downloads window (cmd-j). proper function should return.

Actual Results:  
step 4 fails to open the downloads window either via keyboard command, or menu bar. step 6 restores proper function.

Expected Results:  
downloads window should display.
