657417 - re-copy l10n repos from mozilla-aurora to mozilla-beta (as part of official aurora->beta drop)

In this first drop from aurora->beta, we're going to just re-copy over all the l10n repos from aurora to beta.

There's nothing important to save in the existing l10n beta repos, because they have not been opened for localizer use yet. And there's some goodness to cleaning out an incorrect tag in those repos. Hence pave-over of repos is a good idea.

Mechanically, this will be done like we did during original setup in bug#649524.



(Assigning to myself, until we get the official "go" to start the aurora->beta drop. At that time, I'll reassign this to noahm, who is ready and waiting to start this.)

We really need the repos to be in proper shape before attempting a beta, so this is blocked by bug 656951.

Also, please make sure that the single-head and pushlog hooks are enabled on these repos, and that they're set up with l10n perms.

The repositories have been created with the single-head and pushlog hooks and should be ready to go.  Let me know if you have problems.
