Steps to reproduce:
1. go to http://www.htmlcodetutorial.com/frames/_IFRAME.html
2. start to pan the content of the iframe in a way that even if you take off the finger the content is still scrolling.(you can zoom in so it is easier to pan)
3. while the content of the frame is moving tap in another place on the screen (outside the frame) and move finger up an down without taking the finger off the screen.

Expected results:
- the content of the frame should not scroll when you pan outside the iframe.

Actual results:
- you can see the iframe scrolls even if you pan outside it see video: http://www.youtube.com/watch?v=j6cgmwZkFbI&feature=channel_video_title
