I can drag tabs individually between groups, but it would be nice if I could drag a whole tab group and drop onto another tab group in order to merge them together.

Yes, it could be useful, but add that as a right-mouse-button drag menu option and not as default behaviour. Or there can even be an option to set that as default but keep current functionality as default as it's more common to rearrange tab groups and move them than merge them. I would even argue that I never had the need to merge tab groups - my groups only grow and I need to split them for each group to mean something different.
On the other hand if drag-and-drop of many tabs at once will be implemented this feature is basically a copy of special case of that function.

Panorama has been removed from Firefox 45, currently in Beta and scheduled for release on March 7th. As such, I'm closing all existing Panorama bugs.

If you are still using Panorama, you will see a deprecation message in Firefox 44, and when 45 is released your tab group data will be migrated to bookmarks, with a folder for each group. There are also a few addons offering similar functionality.

We're removing Panorama because it has extremely low usage (about 0.01% of users), and has a large number of bugs and usability issues. The cost of fixing all those issues is far too high to justify, and so we'll instead be focusing our time and energy on improving other parts of Firefox.
