It's a little bit unclear to me what the actual bug is, so I'm guessing:

Actual Results:  
You get the standard tool bar right click menu.

Expected Results:  
You want the same menu as if you had right clicked on any real tab, with menu entries like Reload and so on.

Steps to Reproduce:

1. Open the "List all tabs" menu
2. Right-click on a tab

Actual Results:  
You get the general toolbar menu (the same menu as you get if you right-click on an empty area in a toolbar)

Expected Results:  
Show the same menu as if you had right-clicked on any real tab, with menu entries like Reload tab, Close Tab, etc.

Should be a regression from bug 457187. But also see bug 356980.
