66638 - fail to open New message window after deleting all accounts (except local folders)

If there are no news or mail account's configured and if we try to open new 
Message composition window , it shows by any of the menthods like File-> new 
message or clicking on New Mesg on Mail window it shows an alert appropriately 
and it will not allow to open the compose window until and unless you create an 
account. This is fine.. Observe this scenario.



Reproducible: Always
Steps to Reproduce:
1.Open Mail window (Tasks->Mail) having few acount's already configured.
2.Select Edit-> News/mail Account settings, it opens an account settings window.
3.select an account and click on Delete, simillarly delete all news and mail 
accounts and  say Ok on the dialog.
4.Now Click on New Mesg. button or select File->New ->Message


Actual Results:  An alert comes up saying "An error has occured while creating 
message compose window. please try again , Type error: Item has no properties"

Expected Results:  It is better if it shows a window to create new news/Mail 
account first and then the compose window if the account is created.

this sounds valid.  you can delete all account except for "Local Folders", but
"Local Folders" doesn't have an identity.

I know varada added some code to "do the right thing" if you hit "new message"
when you have no accounts, it sounds like we need to hit that code if we have no
identities.

re-assign to varada for now, but it might be a bug for racham.

This problem was fixed so that when we dont have delete all mail  accounts and
we bring up the compose window it brings up the account wizard. This was fixed
by 70540 - marking dup.
