66760 - prioritize and get traction on MLK bugs

There are about 100 bugs with the MLK keyword.  Find a way to prioritize them,
by size.  Find them all owners that are able to fix them and get people moving
on the ones that have been sitting around for months.

I have been looking at how to test for memory leaks. There seems to be a lot of progress being made in getting rid of some of the leaks. Dbaron's post at http://dbaron.org/log/2007-08#e20070804a is one thing that points to this. The Cycle Collector effort in general seems to be going well. Yet I do not see any motion on reducing the rather large number of memory leak bugs.

There are also a lot of bugs that look like memory leak bugs, but they are not marked with the mlk keyword.

There are 626 bugs I find with mlk and I think there are a couple of hundred that should be so marked, but which are not. Some of those may not be real bugs, or may be duplicates of existing bugs. I cannot tell.

This may be presumptious of me, but I am going to take this bug and use it to make an attempt to handle the bugzilla data here.
