Can anyone reproduce this anymore? It's not clear to me how this was happening, even looking at the old version of the code under which this was filed, so I'd love an example to look at.

It's also possible I inadvertently fixed it while fixing bug 676421.

Not with this form but it still exists.
Indeed, for French and German where every RTL templates are localized, the French dashboard has 34 out of 36 localized templates while the German dashboard has 35 out of 36 localized templates.
The two not-RTL templates are:

https://support.mozilla.com/en-US/kb/templateimporthtmlbookmarks
So once bug 676421 is fixed, the German dashboard will have 35 out of 34 localized templates.

This is likely a different problem, then.

34/36 and 35/36 are both < 100%, so this is likely not the same issue. Bug 676421 that Erik mentioned in comment 2 solves over counting of possible templates.

To remove some confusion, "RTL" means "Right-To-Left" to all of us (literally, everyone in #sumodev assumed you meant "Right-To-Left" templates). Let's use "RFL" or "R4L" for "Ready For L10n".

The fix of bug 676421 landed yesterday and it's not fixed.
There's still a ghost template counted in the German dashboard:
