When Local Folders account level is selected, the Account Central page currently
shows a link to open message filters. 

Filters do not apply to Local Folders the way they do with IMAP or POP mail
accounts since there is no incoming mail, no Inbox.

It seems to me we wouldn't want to show a link to filters for Local Folders in
its Account Central display.

Fix is going in today.
