Steps: 1) Open the follwing document in Navigator http://blues/users/bijals/publish/composer/Composer_image_test_document.html (this document is internal, but anyone can create a document with a single image that has alternate text provided and save it to their desktop) 2) Move the mouse over it Actual Results: Nothing happens or no tool tip. Expected Results: Get the alternate text supplied for the image during document creation as a tool tip. Communicator does this correctly. Build Date/Platform: 2001012604 using NT
CCing Aaron who is project owner for accessibility through mozilla.org and Beth who manages editor group. This is a layout issues since the document is created as expected with the alternate text info.

if this bug is "use ALT text for tooltip" then it's INVALID. ALT text is _not_ for tooltips. TITLE is.

CCing Charley since I believe he created this dialog for entering alternate text for images.
I've seen this argument before, but I still think ALT text should be used for Tooltips *if* (and only if) the title attribute isn't present. It's very nice to say that people should use title, but the fact remains that users will run across all kinds of old pages that depend solely on the ALT tag, and these pages will show Tooltps correctly on all other browsers.

This argument has taken place again and again and again in other bugs. The decision has been made, and we're sticking with it.

Okay, so where will the alternate text be displayed for an image?
on the image when it doesn't load, or in browsers that don't display images.
Actually, on situation when the image does load and the alternate text is shown during a mouse over.
