Details
This bug covers the path when the ACR extension was disabled. Also see bug 572322 for the installation behavior.
Steps:
1. Install some incompatible add-ons with an older version of Firefox
2. Start a Nighly build and install ACR 0.8.6
3. After a restart all extensions are enabled (as expected)
4. Disable ACR, reset the compatibility prefs, and restart Firefox
5. Enable ACR and restart Firefox
After step 5 I expect to see that the formerly incompatible and disabled extensions are enabled. Instead those are still disabled and will be enabled after a second restart.

Nothwithstanding any possible issues with the fix in bug 572322, this is fixed for a disabled ACR state.
