We halve solved this by using doc status pages and the "l10n:priority" tag.
All pages we are considering a priority for localization:
https://developer.mozilla.org/en-US/docs/tag/l10n:priority
If you only want to see pages per MDN section, checkout the particular doc status page, it appears as "Priority articles" in a separate table:
