Home page selected in prefs does not open on first launch

seen on windows commercial build 2001-01-31-06-mtrunk
-load build and launch it with existing profile that has a homepage slected in
prefs
the page doesn't come up as ecpected on the first launch... on subsequent
launches it does. clicking home icon also loads the page as expected.
