Provide a general option for the alert as a property of Blogs & News Feeds with an additional option on each subscription to override the general option.  

Some Web pages with RSS feeds might change less often than once a day; I want an alert when such a change occurs.  On the other hand, some pages might change several times an hour; I don't want alerts for all those changes.
