Description

When dragging and dropping a tab from a maximized window into the content area, the tab resets itself very quickly to the previous position. However, the window is no longer maximized.

STR from bug 851928:
1. Open only one tab
2. Maximize Browser
3. Drag the tab to downward and drop

Actual Results:
Window switches to normal mode, and the size of window is almost maximized size in Windows.
Previous size of normal mode is LOST.

Expected Results:
Window should keep their size and mode.
