When in tablet mode, Fennec's awesome screen should not take up the full screen size. Instead, it should appear below the urlbar. When this happens, we also shouldn't hide the back/forward/menu/etc buttons in the actionbar.

WIP. Works fairly well (a few bugs with short result lists). Also fails a few tests. Still digging into those. And maybe needs theming tweaks? Screenshots at:
