can't change from "pixels" to "%..." in all Composer dialogs

using 2/6 build of netscape
1) launch netscape
2) launch composer
3) insert image(see above URL as sample)
4) double click on the image to bring up image props
5) now click on Custom Size
6) now click on the pulldown menu for pixel to change to "% of window"
you can't do it. you're stuck in pixel mode. see 4.x, you can change
it there.

This is entirely caused by hyatt's bug 55292, though he preferred if we depend
on his rather than dupping to it.
Basically, all menulists that are built at runtime (as all of those pixel/percent
are) don't work now.
