Not exactly sure where to hook up which:
Elmo needs to stop tracking all-locales, and get that data out of its db.
Might be good to think about mapping the locale meta data, too.
Building belongs into l10nstats/life, shipping meta data into shipping.
Shipping meta data would be which platforms, and in some form if a locale is in aurora/beta/final. In the rapid release model, we can get away with just encoding that as build data, though it might be also good to encode that extra.

Comment 0 says everything I know so far. The entry point for all-locales is in master-ball -> locale-inspector, https://github.com/Pike/locale-inspector/blob/master/l10ninsp/steps.py#L355, where we load and update the list of active locales for a tree. See also bug 530808 for the beta meta data part.

I still want this, and the history part of this might be easier to do while we're still having separate clones per branch.
Note, now that we have DurationThrough as a helper, this is not too hard to model. Mostly a question of getting good migration data from version control tools.
Also, the actual migration should be done after bug 1136149 cleared up some old cruft.
