1. Log in to AMO (Developer Account)
2. Click on Developer->Submit a New Web App

Result: user is logged out and log in page appears again:
https://addons-dev.allizom.org/en-US/firefox/users/login?to=en-US%2Fdevelopers%2Fapps%2Fsubmit%2F1

Note: On log in attempt at this page following is noticed:
Forbidden (403)
CSRF verification failed. Request aborted.
Pratibha, try with https://addons-dev.allizom.org/z/en-US/developers/apps/submit/1 . It should work fine.
