The max permissible character count for app name in the manifest is 128 characters. However, dev hub only allows a max of 50 characters.

We need to fix this discrepancy.

Is this true for addons too?  Or are addons limited to 50 characters?  I ask because this form subclasses an addon form where this is set. If it's true for both I can just update the addon form.  If it's only true for webapps I'll make a new form to override this value.
