688659 - Allow a developer to refund.

In bug 686814 we send a link in email to the add-on developer that looks something like the following:

To approve or deny this request, click here: {approval link}

So that link will contain some unique token to this refund request. When the developer clicks on it they will be shown a page that says "Refund transaction for #xx made on... etc... yes, no". A valid login by the addon developer will be required to view the page.

We'll ping @fligtar for some precise wording and legal stuff.

If they click yes the refund will go through using the refund API from bug 677906.

^- this indicates that refund IPNs will be sent to the IPN URL in the original payment.
