Some/many xp fonts are not intended to be rendered with kerning, forcing kerning (Fx4+) results in bad spacing:

Bug 639185, Bug 621030, Bug 690806, Bug 646403, Bug 655180

Turning off kerning (by disabling harfbuzz) is not and adequate workaround as it produces its own spacing bugs (that did not exist in 3.6):

Bug 667242, Bug 667242, Bug 682709

These harbuzz disabled bugs should obviously be fixed, but additionally an OS and/or font kerning exception list should be implemented.

With XP on its way out, is this bug and it's blockers still relevant?

It may be that the issues still show up in cases where we use GDI (rather than DirectWrite) font rendering; it'd probably be worth trying to check that before just closing bugs.
