Steps to reproduce:

Type a term in the address bar. (Ex: 'news')


Actual results:

Three items are listed in the drop down from the address bar. 
Pressing the down arrow key selected the 3rd item in the list.
Pressing the down arrow key again, selected the first item in the list.
Pressing the down arrow key again, selected the address bar.
Pressing the down arrow key again, selected the third item in the list.
The second item in the list is completely ignored.
Pressing the up arrow key instead of the down arrow results in the same behavior in the same sequence.

Repeating the same for a term with two items in the drop down list:
Pressing the down arrow key selected the 2nd item in the list.
Pressing the down arrow key again, selected the first item in the list.
Pressing the down arrow key again, selected the address bar.
Pressing the down arrow key again, selected the 2nd item in the list.
Pressing the up arrow key instead of the down arrow results in the same behavior in the same sequence.



Expected results:

Three items are listed in the drop down from the address bar. 
Pressing the down arrow key should select the 1st item in the list.
Pressing the down arrow key again should select the second item in the list.
Pressing the down arrow key again should select the third item in the list.
Pressing the down arrow key again should select the address bar.
No item on the list should be ignored.
Pressing the up arrow key instead of the down arrow should result in the same behavior in the reversed sequence.
