Steps to reproduce:
Trying to use "Insert > Characters and Symbols"
Actual results:
Dialogue opens but there are no letters or symbols available to be inserted; dialogue will not close using the "Close" button but must be "Xed" out of.
Expected results:
It should have worked as it has (apparently) until this version.

I assume you are talking about either the HTML webpage Composer module or the Mailnews Message Compose window?.
Does the same thing happen in Safe Mode?
Help->Restart with Add-ons Disabled.

The fix for this unfortunately missed 2.4.1 and will come with the next update.

Yes, in SeaMonkey 2.4.1: Composer and Mail & Newsgroups. I note comments of rsx11m that this will be fixed in next update. Thank you!
