Compare it to https://people.mozilla.com/~fligtar/marketplace/developer/Enrollment%204%20-%20Pricing.png actual behavior: The section with options about making your add-on available in Marketplace is missing. See screenshot.

we now have "immediately" or "when I click the button" which was what we decided last time this came up. Closing this bug.
