steps to reproduce:
1. Load https://addons-dev.allizom.org/en-US/developers/addon/jalebi/payments/2
2. Compare it to https://people.mozilla.com/~fligtar/marketplace/developer/Enrollment%204%20-%20Pricing.png

actual behavior:
The section with options about making your add-on available in Marketplace is missing. See screenshot.
