1. Load https://addons-dev.allizom.org/it/firefox/users/pwreset (or any locale)
2. Type email and <enter>.
3. From email inbox, check the message from Mozilla: 
https://addons-dev.allizom.org/users/pwreset/3jizc/31v-9d02e62f1ce51f2a9eef

Result: There is no "/custom_locale/" in link. Clicking on it goes to standard en-US: https://addons-dev.allizom.org/en-US/firefox/users/pwreset/3jizc/31v-6c6da60406429ca7df5a
Workaroung: Manually changing from en-US to "it" will show the translated page.

When linking to mozilla sites externally it's standard practice for us not to include a language.  If ever there was a place to include one, doing so in an email would make sense, but I'm still wontfixing this for consistency and bug 635840 is still open so we can't do it right now.
