steps to reproduce:
1. Load https://addons-dev.allizom.org/en-US/developers/addon/app-345122/payments/1
2. Enter a PayPal ID like tester_1318458311_per@gmail.com and click continue button.
3. Click on 'Visit PayPal to grant permission for refunds on your behalf.'
4. In the paypal page, change the email id to something other than the account used in #2.
5. Grant permissions for third party tokens.
6. On returning to AMO, continue the enrollment process with the account used in #2.

expected behavior:
enrollment fails

actual behavior:
user can process with the enrollment.

I don't think so. Allowing developers to test their paypal set up is a great idea. Unless we make that a required step, people can still end up using different paypal accounts. This is a lor priority bug, but we should still fix it.
In my comment for bug 697805 it is mandatory/automatic
Greg, I think I saw bug 697805 is automatic, right?  Is this fixed?
