Steps to reproduce:
Mozilla/5.0 (Windows NT 5.1; rv:10.0a2) Gecko/20111112 Thunderbird/10.0a2

[Seems to be the same bug as #586408 (but was reported over a year ago with no followup?)]
* Opened the Toolbar Customize window
* Mouse clicked on button/icon (tried several to confirm, including Space and Separator)
* Moved the button with cursor to drag and drop
* Tried to both remove and add buttons/icons.
Actual results:
The buttons moved with the cursor, but when over the appropriate location (window/toolbar) to drop the "no" circle remained over it and releasing the mouse button resulted in no change.
Expected results:
The buttons should have been relocated. I can neither add or remove any buttons. And the bug occurs in the Main (all toolbars) and Compose windows.
I also disabled all addons and used the default theme and it still failed. (I didn't have this issue until the latest 10 build updated; I've not added any addons during the update)
