The app preview server limits the number of users. I did this on the register page, we'll need to do similar on browser id so that new users from browser id shouldn't be created if we are over the limit.
The settings value is here:
https://github.com/mozilla/zamboni/blob/master/settings.py#L1294
And here's an example:

Thanks for filing. This constant is currently set to a value less than the number of accounts on apps-preview-dev so that's an effective test bed in production if you need it. This is one of the requirements for launch.
Bill: the text of the requirement says "We can set the maximum number of accounts allowed to sign up; additional visitors asked to join our mailing list." Our current text says we no longer allow signups but nothing about a mailing list. What mailing list should we be pointing people to?

Wil, do we have the ability to collect email addresses and store them somewhere?

We do on a mailing list ;)

I was asking if we could do that without actually creating a mailing list. We may simply send these folks a one time email when they have access.
Is this something Justin was tracking or was Jane tracking this?

Mailing list would be the fastest way to go about it and be the least amount of code we'd throw away. Doing it ourselves would miss the 22nd.
I don't know about the tracking bit - I was reading the goals from https://intranet.mozilla.org/Apps/DeveloperPreviewRelease#Features

Just to clarify. -- folks will be signed up to a newsletter which is implemented by Winston Bowden and our email system Responsys. Flow goes like this:
- Folks will visit MDN prior to the preview being live and sign up for the apps newsletter "AND" a chance to be in the first 3,000 to enter the developer preview area.
- Of that list the first 3,000 will be emailed separately when we 'open' the developer preview for access. More can be emailed as as needed and allowed in.
- After the developer preview is live, the email sign up on MDN will only allow folks to sign up for the apps newsletter.
Therefore, we can recommend folks sign up to the apps newsletter if they land on the developer preview area and do not have access. That should be where we send folks. (Later when we want to let more folks in, people on this newsletter list will be notified).
Furthermore for your fyi, Justin helped created another developer preview sign in url for paid staff and Mozillians. This url would be public for 7 days after the preview launches and would then be closed down.

What is the URL on MDN to send people to?

That's the doc root page. However, the Apps landing page (and the answer to Wil's question) will eventually be:
https://developer.mozilla.org/apps
That is the page that will have the newsletter sign-up, along with links to docs. Current version in staging: https://developer-stage9.mozilla.org/en-US/apps
