703251 - AMO - Public - GO button appears and disappears under Other Languages

1. Load https://addons-dev.allizom.org/en-US/firefox/users/login
2. Observe the bottom-right section - Other Languages.
3. CTRL + Shift + R (reload without caching)

Actual Result:
The "Go" button appears for a short time and then disappears. Deleting the cache and reloading will show it every time (and still disappears). Reloading from cache will not display it anymore.
This is happening on ALL impala pages - you must scroll down fast before whole page loads in order to see this.
The "Personas" landing page doesn't count into this category - the behavior is not reproducing over there.

Expected Results:
?? Not sure what the correct behavior should be.

The GO button still appears after CTRL+Shift+R on Firefox. Here is a screencast http://screencast.com/t/Y9FaqiTdQy3
Also tried with Internet Explorer as a clean way but it still displays the GO button.
