70395 - Revamp ProfileCreation UI (dialog) for regional content selection

Per Jaime's request, I am logging this bug to track the ProfileCreation screen
issue.

The ProfileCreation UI in the ProfileManager needs to be revamped to reflect
the fact we have separated regional contents (URLs) from UI language files.
As of now, "US Regional Contents" sits adjacent to "English Language" in the 
language/region selection list. 

Please redesign the UI so it is consistent with "View" menu and Preferences dialog.

Yes, but currently there is a problem with the selected region actually being
activated, as described in Bugscape 6828.  I'll go ahead and mark this one as
resolved.  Should I have filed 6828 in Bugzilla?
