If there has been a problem with the IPN then then the transaction_id will be null. Which means that when you hit the refund email, an invalid URL is sent to the developer.
Let's error as quickly as possible, write a log and show a message.
"A refund cannot be applied for yet. Please try again later. If this error persists contact apps-marketplace@mozilla.org."
