707375 - Give a setup pre-auth option on register

When the user bounces back from browser id for user registration they'll be presented with a few choices to complete the registration. Let's add in a "set up pre auth"* link here that bounces them over to paypal in a new window with a preset amount of 100$* and expiry in one year*.

@fligtar to provide the appropriate values.

is this the right place? We could also look at incorporating this into the buy flow, like maybe before (or after) the first time they buy something they see an option of "set up pre-auth to make future purchases fast and easy"

See also 707372 and 707373. Fligtar was keen to get it done as soon as possible as an option. But if there are no choices on registration and its completely seamless, we shouldn't add this. It will just be a link easy to add / move around.

I hoping with browserId we'll remove the extra details page. I'm going to bump this out a bit to see how that shakes out.

I don't think this is going to happen now, it wasn't in the mocks and I know @gkoberger doesn't want it. Going out on a limb and closing it.

There aren't any plans for a "complete your registration" page. If there was, it could make sense, but we went to great lengths to avoid having that page.

(though today I noticed we seem to still be leaking the first part of the email address as public display name :\)
