707666 - Provide x64 native Windows builds on elm

After bug 481815 lands, we will be soon after enabling x64 builds to use the maintenance service.  It would be very helpful to be able to test via elm builds.

Please enable x64 windows native builds for the elm branch.

This adds these two builders to the dump-all output:
 WINNT 6.1 x86-64 elm build
 WINNT 6.1 x86-64 elm nightly

The change did land, but I'd forgotten to request a double-reconfig on the buildbot masters. So the jobs are happening but not showing up on tbpl yet. coop is going to reconfig Tuesday, and all the history will start showing up after that.

Landed on the morning of Thursday 8th, so the first rev to have Win64 builds on elm should be 47e0ff7aa58f.
