Steps to reproduce:
1. Navigate to a webpage.
2. Tap System Menu button.
3. Tap on Reload button.

Expected Result:
Page is reloaded properly.

Actual Result:
Page is zoomed out and zoomed back in before reloading.

I can see this on http://hg.mozilla.org; SII (Android 2.3.4)

New tabs from links are fixed: bug 706860

Local Pages now have a slightly different behavior when loaded.  
It zooms out and then back to normal size as per reloads.

Remote pages that are landing will zoom in and then zoom out.
