On the NYTimes site, if you go to a long article, when you start scrolling slowly with your finger (like at reading speed) the scrolling sort of "sticks" for a second then catches up with your finger and is smooth until you stop and scroll again, at which point it sticks for a second again. It's pretty subtle, but noticeable and distracting when you're trying to scroll while you read.
