Details
The "make changes to CSS in the browser and then save them" workflow is a common one (at least from the user studies we've done so far). dcamp suggested that a simple way to make this workflow quicker is to remember where we saved a stylesheet to, so that the user doesn't have to go through a complete "save as" file navigation flow the next time they want to save changes to that stylesheet.
(Save As... should still be an option...)

We already save the saved location of a remote style sheet, except for, after a reload, which is going to be fixed by Bug 967268
