On windows with build 2001030205 the title bar doesn't display correctly but if
I try and add a bookmark for the site then the window which comes up for the
bookmark addition so I can customise the entry is encoded and displayed correctly.

I use build 2001021508 Windows 98 Hebrew enabled. I just don't see the hebrew
right, but I guess it's just my computer. sorry.

The title bar issue is bug 61676.
The site http://www.zahav.net.il/ uses charset tag
<meta http-equiv="Content-Type" content="text/html; charset=visual">
which has been recognized by mozilla as an alias for charset ISO-8859-8 (Visual
Hebrew) since last February. Marking WORKSFORME.
