POP3 email "replied" status is not set if reply message is saved as draft, edited, saved as draft second time, edited second time, then sent

This is spin-off of bug 268589 comment #3.

[Steps to reproduce]

(0) Two mails are held in Inbox of POP3 account.
    draft folder is "Drafts" of this POP3 account.
(1) mail-1
(1-1) Reply, Save as draft, exit mail composition.
(1-2) Edit draft, Save as draft, exit mail composition
(1-3) Edit draft, Send => mail-1 is set as Replied
(2) mail-2
(2-1) Reply, Save as draft, exit mail composition.
(2-2) Edit draft, Save as draft, exit mail composition
(2-3) Edit draft second time, Save as draft second time, exit mail composition
(2-4) Edit draft, Send => mail-2 is not set as Replied
Correction of test result. Sorry for my confusion.

(1) mail-1
(1-1) Reply, Save as draft, exit mail composition.
(1-2) Edit draft, Send => mail-1 is set as Replied
(2) mail-2
(2-1) Reply, Save as draft, exit mail composition.
(2-2) Edit draft, Save as draft, exit mail composition
(2-3) Edit draft second time, Send => mail-2 is not set as Replied

Note:
If bug 522336 is for local mai folder/local draft folder case in Tb 3, above (1) on mail-1 means bug 522336 is already WORKSFORME in Tb 8.
