I don't 100% understand what this CSS is doing, but I get the gist I think. Anywho, rs=me.

Scrollbars can be styled from a privileged scope since a long time.

But if your question is about styling scrollbars from the content (e.g a regular html page) this patch does not change anything to the current situation, sorry.
