Details

The existing TCBS service is not easily extensible and not really clean. As we want to add a new argument per bug 641487, I think it is time to rewrite that TCBS service.

Steps to QA ----------- 1. Open any TCBS page on dev or stage. 2. Compare results with prod. 3. For similar dates, products, versions, results should be identical. This bug did not change anything in the algorithm, only changed the organization of the code. The behavior of TCBS should not have changed from before.
QA verified. Thank you adrian for the helpful steps to test. This really helps the community understand which areas changed in the app. Behavior between production and stage appear similar.
