713964 - Unthrottle FF9.0.1 updates at 10% until we get to ~15million users

Description

per today's channel meeting, we're going to start unthrottling at 10%, and keep it there until 
a) we reach ~15million users or
b) we see/hear of a problem causing us to re-throttle back to 0%.

(Our quick SWAG is that this will take until ~Friday, but its hard to predict uptake during the holidays, so we'll watch carefully.)

Note: this does not impact manual check-for-updates, which remain enabled.

agreed in meeting, but to be explicit, we're waiting for "all clear to proceed with increasing load" from IT before turning this live.

per sms w/cshields, PHX is ok for extra load (after upgrades in recent days). We're ok to proceed with unthrottling to 10%.

I gave this all clear for 10% to John last night over the phone.  Today I'm giving the all clear for 100% (understanding that it is not going to happen for a while yet).  Just removing the IT blocker here, we feel we are in the clear now with these phx1 issues.
