+++ This bug was initially created as a clone of Bug #713964 +++

per today's channel meeting, we're going to start unthrottling at 50%, and keep it there until 
a) We decide otherwise in the channel meeting on 2012-01-10
b) we see/hear of a problem causing us to re-throttle back to 0%.

Note: this does not impact manual check-for-updates, which remain enabled.
