When I checked in the fix for tooltips on the navigation toolbar for the browser, it was with the knowledge that the back and forward buttons tooltips were just temporary. They need to be replaced with the string of the value attribute on the first menuitem child of the popup. This affects the Back and Forward buttons only.
Just so you know, my patch was in bug 60260.
