steps to reproduce:
1. upload an app at https://apps-preview-dev.allizom.org/en-US/developers/app/submit/1
2. Notice the user message blobs at https://apps-preview-dev.allizom.org/en-US/developers/app/app-77/submit/5
expected behavior:
We don't show the "Get Ahead in the Review Queue!" for apps since they don't get reviewed currently.
actual behavior:
We show the blob for apps and add-ons.
