71688 - Can not create new profile

seen on commercial builds:

windows 2001-03-12-06-mtrunk
linux 2001-03-12-05-mtrunk

-open profile manager
-click on create new profile
-click next 
-click finish

a new profile is not created as expected. 
a console JavaScript error:
chrome://global/content/widgetStateManager.js line 313: url has no properties
appears everytime you click "Finish"

this blocks loadtime testing because one of the requirements for consistancy in 
testing is to always use a new profile

taking a look.

I am an idiot for not retesting my changes after changing <html:iframe> to
<iframe> in 56680.  This reverses that change (it was tangential to the bug
anyway).  Currently rebuilding to test.
