Details
We need to ask for the paypal permissions token, but we don't actually need to store it. We just need to know it's there. Lets remove the column and do boolean flag per paypal id that show's we've got it the permission. Assigning to ashort since he knows what this about.

Not sure what the priority of this is - I think functionality is already there? Either way this sounds quick, marking p3.

Oh yes we do! The token allows us to check that they have permission. But its still only once per paypal user. ashort, I will leave it to you to close or not this bug.
