I have no idea how this got there, but I don't see any reference to it in the universe except in our manifest!
We only need two account-related entries: android.permission.AUTHENTICATE_ACCOUNTS to manage accounts, and android.permission.USE_CREDENTIALS to fetch them.
There is another permission, android.permission.MANAGE_ACCOUNTS, but that allows one to manage the whole list of accounts.
