719554 - Add an outstanding flag to `addons`

Description

[Wil Clouser [:clouserw]]

The spec calls for a new badge called "outstanding" (different than featured).  We're not sure what the frontend will look like for this, but this bug is to:

- alter the `addons` table to add a flag called outstanding
- change the admin section of the add-on management page to add a checkbox for this

I would include this on the details pages, browse listing pages, and search results pages.

Do we want to file a separate bug for adding the "Outstanding" badges?

We need to know what it looks like before we can do the front end.  Could file one with [ddn] though.
